As I understand it, rarity is calculated through pets in posession of active accounts, how many of this pet have been released that it's still sitting at common even though it was released 13 years ago to a smaller user base? And how comes that this dog is one of the only ones (if not the only) common from this time?

For this specific litter, the answer likely comes down to how long the outcomes were available for adoption. While the litter was originally released in January 2009, they were an extended release litter that was available for adoption through April 2010 (Guide to extended release pets). This is arguably the longest any litter was available for adoption, as most early CS-era pets were only available for just over a year if they were available that long.

CS as a site grew quite a bit between 2009-2010, especially when compared to the site (user) population in 2008 and early 2009; in proportion to that growth the number of these pets that were adopted was likely far greater than any other pet initially released in 2009 (in assuming based on rarities of pets from that year - we technically don't have the firm numbers). ^^
