I have a pretty good guess at which pets are rare and which aren't; some of which are on my wishlist if I don't own them already. Typically during the afternoon/evening for Americans is when the pound is the busiest, which means that rare pets get adopted really quickly. If it's from like, 6am CS time/GMT to midday Cs time/GMT, then it's slower and refreshing the page a few times could still bring up a rare, because less people are on.

Either way, an older pet (from 2008-2011) will likely be a higher rarity than later pets, even if it's an uncommon instead of a rare+ C:
