It's a good idea to, especially if the account has a different username so it doesn't look like the image is yours.

i've been on multiple sites that have similar rules to this, so if i go to google images, make sure i've filtered all images under 'noncommercial reuse w/ modification', i can use those images as a ref photo for a roleplay form? ^-^

Yes, as long as you link back to the source that shows they are licensed in that way!

Wallpapers are generally meant for your personal, private use on your computer. Unless the wallpaper creator has specifically said they can be used for anything, you should not use them. Also, a lot of people make wallpaper by stealing art/post stolen art on wallpaper websites, so it's best not to take a chance.

I have two questions to ask: Is clip art safe to use? Second, if a pictures link has a lock icon next to it, does that mean it is not safe to use, even if the license says so?

Clip art is usually safe to use as long as the site you're getting it from clearly states that the images are either not protected by copyright, or are protected by a Creative Commons license (which often means you need to credit/link back). I'm not really sure what you mean by the second question. Could you give an example?

Yes. When I click on this image(Credit to Bonnie Gruenberg), there is a lock icon next to the url you would copy and paste to use the image. Does this lock icon mean the picture isn't safe to use?

That's just the notice that you're viewing the image over an encrypted connection. It's fine to use.
