He's is beautiful, and I love the specie. There's not enough feline art on CS, and this is a great start towards more.

Short summary of it's past:

He was born with one other kit. He was second born, and seemed to be blind in his right eye. His mother decided he wasn't worth her care and let him the fend for himself by a small stream. He would have died if it weren't for a friendly otter that lead him the a bigger lake, which another Oceancat lived. This Oceancat had just lost her own cub, and was willing to take care of him. When he was around two, his adoptive mother died of disease, and he's lived in that lake ever since.

Well I really love extraordinary species.I have been trying a lot for a unique character and I think he is just what I have been searching for.Plus considering they are felines who live in water their anatomy quite suits their description you gave.And also because blue is my favorite color. I can't believe there are not much people fighting over these. ^^
Short summary of it's past:
Ullr was born with two sisters.He,his sisters and their mother lived in a lovely loch known as Loch Raishad.But one day they woke up to find intruders in their home.Humans were trying to dig out the silver mines beneath the Loch.Ullr and his oldest sister escaped, the others were captured.Ullr and his sister grew up in a lake far away from the Loch.One day during mating season a male OceanCat came and drove Ullr out of the lake and he was separated from his sister.Finally Ullr went to the ocean,where he truly belonged and since then he has been leaving there.

Reason for adopting:: I think the Oceancats are epic, though I just found out about them 8D (Will there be a roleplay in future?) And I'm in great need of a big cat character, so why not kill two birds with one stone?
Short summary of it's past:: Icarus was his mother's fifth try for a cub, the previous four each ending in a miscarriage. The she-cat was plainly not meant for motherhood, however, for she just wanted to have something to punish in her fits of anger. Icarus grew up a frightened, pitiful Oceancat and was glad when his mother's heart stopped in the middle of one of her helpless rages. He escaped her fury, and lived alone, never settling in any place, constantly moving.

story:a couple weeks after his birth his parents had an argument and they split up his dad took him and his mother took his sisters they were freezing cold out in the weather his dad had been the sick for days but never told Aqua Divida so one day his dad died from frostbite Aqua Divida found a shelter and rested there untill the weather changed as he came out of the cave he smelled the breezy sent of salt water and knew where to go as he reached the beach he saw a beautiful female and they fell in love one day they were separated and Aqua Divida was determined to find her so he spent his whole life looking for her but never found her little did he know she was killed in the land slide that separated them so he stormed thruogh a town one day and was caught by an ocen cat rescue team and was saved

Well, I guess I'd start off by drawing a few pictures of him. I haven't had much of a chance to do something with feline anatomy, and this would make good practice. Then, using those pictures, I'd order art of him from other artists. Once I've gained a nice amount of pictures for him, I'll give him a site of his own similar to this one, and I'll get started on creating his story, his life, and adding in his pictures. Then from there, I might use him in some fantasy animal related roleplays. All in all, he would be used a great deal.
Short summary of it's past
Muir's live was normal when he born. Normal, happy family, normal siblings, normal parents, normal world. He, on the other hand, was not so normal. With silver touching his coat ever so lightly, he seamed to gleam, almost like the sun. Often times, he would be ignored and sometimes even feared. As for why, he never really knew. Just that they didn't like him for something. They probably thought he was strange, how he always seemed to be looking at nothing. For you see, Muir saw the world through different eyes. Every sound that was made, even if tinier than the drop of a blade of grass, bloomed before his eyes in the shape of color, taste, and feeling. Everything had it's own color and touch, creating a world of sensations for this green eyed Oceancat. It was both a gift, and a curse. During times where sounds were violent and dark, Muir would often be paralyzed with pain at the intensity of it all. Some just assumed he would constantly have fits, being mentally disabled. But in reality, he was hearing the world through his eyes and ears. And it hurt more than anything when things got violent. When he had finally had enough of his families strange stares and the loneliness, he set off on his own. Swimming along small lakes and rivers, he searched for a place he could call home, where his ability known as synaesthesia, is unknown to them.
