this is my first try to make the lines litgh up but i cant :C can somebody please tell me how to light it up and copy a layer?

Choose the lineart layer, make sure to click "lock alpha", and color as you wish.

To add a glow affect, make a separate layer above to lineart, set it to 65-70% opacity, and use the airbrush tool with the same color as the lineart. Make the brush pretty big, though.
