I've seen a few of these around, so I thought I'd try one ^^
1. Fill in the shape with a base color.
2. Lower the Opacity and Spacing on your brush, and choose a darker color. Add rows of the color to begin tufts of fur.
3. Choose a color lighter than the base color. Color lighter tufts only on the side where the light hits.
4. Choose a very dark color. Roughly outline the tufts of fur.
5. Zoom in far and shade the individual tufts, keeping your light source and the color of the tufts in mind.
6. Use the Dodge tool to add a small bit of shine to the place where the light hits most. Do not overuse this tool.
Hopefully this helps you ^^;
