Lololol, I will try to explain it.
Radio was standing by the water, and he was going to make it 'radioactive', as he does, and because Hydro Onyx protects the water, and he knew what Radio was going to do, so he told him to 'not think about it' because he protects water from pollution etc. Radio, who has heard of Onyx, knows he has no special 'skills' over than controlling water and rain, so he winds him up. But Onyx does have a 'skill' with his incredibly loud yell.
This is making it more complicated than it is. ;/
