This is only the 4th time I've done any sort of drawing with a mouse or computer art (other than photo editing).

I would appreciated critiques. Constructive ones that is!! Tips are appreciated as I'm new at this.

WOW!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
An easy tip: when you want to color the mane, create a new layer UNDER the actual mane, and color it in fully inside the lines with whatever color (Dont forget the tail), then, click Lock Alpha so that the box is checked and color the mane in with the color you intended to use in the first place.
OR: go to the color layer for the horse, and click lock alpha so the box is not checked and color the mane with whatever color, then you can color it all on one layer!

the only thing i can critique is that you should probably get rid of the lines in the main and tail

you can do that by clicking on the layer that says 'Outline' then use the erase button and erase any unwanted lines ^^

other than that it looks amazing!
