Use the burn tool for the shade,and lower the opacity on the dodge for light spots. c:

hmm, I aways just lower the color to a darker shade for shading, and turn it to a lighter shade for highlights...I use air brush for the highlighting and shading, that is the way I do it, because with burning it turns itch black for me, XD, I love to layer shading so maybe that is why.....
