I am not the person, but I figured I could help!
once you made the background transparent in the oekaki art program, do the usual thing of posting it and such, and once it's posted, right click it and click "open image in new tab". Then, go to where it says "format=auto" and change the "auto" to "png"! it should show the image with a transparent bg in that seperate tab, and you can save it from there!
