Male, in a human form I can imagine him having a jabot instead of neck feathers. Maybe a hat with a feather in it to replace head feathers? And maybe some sort of coattail that looks like tail feathers?

Definitely some nobleman in some medieval world, either still has wings+smoke or doesn't depending on how normal this medieval world ends up being. The smoke could just be a mysterious atmosphere he has?
