How do you even get it so the background is only behind the pet?

first, turn on "rearrange mode" (its on the lower right, underneath the items)
after you have rearrange mode turned on, click on the background while its over your pet. in the bottom left corner, there should be two green arrows--one pointing down and the other up. all you have to do is click the down arrow until the background is behind the pet!
