firealpaca or clip studio paint! with clip studio you can use it on phones/tablets and a computer. it's really great

I used paint.NET before switching to SAI. It has a lot of nice effects, including things like overlay and glow. I'd recommend keeping anti-aliasing off if you want crisp linework.

- medibang paint is a good easy to use one that's very similar to firealpaca (made by the same people i believe, correct me if i'm wrong) but has some more features/better brushes! it's also on mobile and is my personal favorite mobile drawing app
krita is also really good, however it is a bit more advanced? it's kind of like a combination of photoshop and sai!
