This is Gismo, He is a young fox who was hit by a bus when he was a cub, someone found him and took him to a vet center, he lost his tail and got given a bionic one. Then some medical scientists bought him and they used him as an object to test bionic medical parts on. He then ran off to try to have a normal life.
