Redrew a really crappy and old picture I did of an eevee in the rain for a rain and water on fur effect but it was just god awful so I decided to try it again, although it looks a lot more like the eevee is in a snowstorm than anything else

This is really good! There is so much improvement between this and the other one that it's really impressive c:
I really like that it has that cool effect that rain can have. Where it's raining so hard that it bounces off of the subject and gives it a kind of glow.

I agree entirely, I absolutely love working with rain in animation or art shots because it gives that 'glow' around objects and characters like you mentioned and it it's super fun to mess around with the physics of water when you, say, have a character running through puddles! All the splashing is super fun to draw. If there is one thing that is not so fun about rain, it's actually drawing/animating the rain itself
