How do you do this?

Well I start on the base and just color it and then I add the second color and just color it the way I want it and then I just the airbrush too and used a lighter color first and then a dark color and then I grabbed the hex code fo the stripes and began making them.

Oh and I hope you don't mean the lineart 'cause then I don't know because I didn't make them
