You can evolve to the second stage once you reach a certain level same as when you want to reach the final stage. Sadly this spring can not do mega evolution nor can evolve some pokemons since they will need a certain item to help them. Also not all pokemons can mega evolve or evolve with this spring. You will have to do some research yourself. Come back once you reach the designated level and the permission.
