Yes, the cat is blind and yes, I based it off of what I normally think of Jayfeather's eyes looking like, except green. To me, the eyes are the most important part of a picture, so it makes sense to practice them

Also, the timer is off. I kind of wasted time looking at 'Ask Jayfeather' drawings... heh heh... yeah. -_-
