It depends. Will time travel be invented when the people in the future realize that that was a bad decision made by you in their past? (That probably is very confusing. Time travel is.)
Although a lot of bad decisions impact other people's future as well as your own, so people in the future could tell if something was a bad decision if they were being hurt by it. That is not the test for a good decision, though, as some decisions just impact different times in the future.
