Anchor → in the navy, sailors would get an anchor after successfully crossing (and returning from) the Atlantic Ocean. The other representation was that anchors, being the object that secures the ship was an icon of stable, unfaltering faith. A reason why you would sometimes see ‘MOM’ or ‘DAD’ across it in a banner – the reasons for staying grounded.

The only thing I can find about the tattoo on his shoulder is it's similar to the US Navy's boatswain's mate insignia
what did i base him off of? If anything, this reminds me of the saying "Red sky in the morning, sailors take warning. Red sky at night, sailor's delight." So maybe the sky on the ocean in the morning/evening?
there's something about him that stands out, what is it? [can you guess it?] For me, the blue in his palette stand out the most. And his eyes, how their black (or the dark purple color you used?) kind of remind me of a drowned sailor.

there's something about him that stands out, what is it? The blue accents caught my eye :3 Looking at his design more, the anchor really stands out. It's thick and big-attention grabbing. The spots also stop around it so it sticks out quite a bit ^^
