If you're looking for someone to create you a signature, I would try checking the Art Shops Forum.

If you're looking to hold a contest, you would need to post it in the Art Competition Forum or if you were looking for one on Oekaki then it would need to be in the Oekaki Competition with a background or some sort of thing for others to color.
