By the neatness of a form, the amount of information, the uniqueness, and how much time someone spent into making the form. I normally wouldn't choose someone who has a WIP, but if that person has enough info to convince me without the missing information, I might choose him or her. I also think "is this a person who will actually take care of this Vulpigrem?"
