Also,the plant Eternity is incredibly windy, so all the cities are underground. The surface is a place for (wind) power plants and sports like (you guessed it) wind surfing. Lights are funneled down from the surface through large windows and light-capturing techniques, which is why, on Eternity the lighting comes from directly above.
