New occcccc. .3.
This time it's an alicorn stallion. An alicorn stallion named Stormcaster, to be more exact. .3.

The clouds were drawn with the pen set at two with scatter and spacing up about half way, then I used the blur tool to make it look all cloudish. You might have to play around a bit with the spacing and scatter. I can't remember exactly how much I had them turned up.
I drew the lightning bolt with the pencil set on one, then I duplicated the layer. The duplicate was titled "layer 1 copy."
I moved the duplicate so it was underneath the original, then I went over it with the blur tool a few times to make the glowing effect.
The bolt itself is white. The glow is yellow, which is what gives it the glowing yellow effect.
