Here is is finally!!! Sorry about the wait >.< Is it alright? I think I got a little carried away with the spots!x3
It was kinda a bubble theme one C: I wasn't quite sure what you meant about the tail confetti so I came up with this! Please don't be afraid to ask for my to redo it or change anything if you are unhappy with it!!

I love it X3 All I really want changed is the flop ear to be half-flop, and I want her to have an element power of Balloons/air. X3 Thanks! and maybe the cream a bit lighter ;A; I'm sorry im so picky! and the eye to be a periwinkle color.

I made the blue slightly lighter, fixed the flop ear, and made the tail paint color white {eep in pm you said you wanted it light blue >.<} I added you so you could do the confetti yourself to make sure its right c:
