I know this is fairly old, but maybe I could give him a home?
I love the concept of the species, definitely. A revival would be awesome.
I'll definitely draw him once I know what his pattern looks like as a hatchling.

Story about the LoRaptor:
It was a vibrant night, nothing like the looming darkness everyone made it out to be.
Far above their heads, stars sparkled like diamonds glued to the velvet sky. Clouds drifted lazily through the distant mountain peaks, but didn't dare come near to the coast. Curious blue eyes searched each star and each constellation, mapping out pictures and directions as if she were reading a road map. Suddenly a tiny chirp broke the human girl's concentration, and she looked down at the tugging on her shorts. A tiny grey and blue hatchling hung there, gripping onto the material with its talons and beak, its eyes pleading for the human to pick him up. Laughing, Emra disconnected the little one from her clothes and lifted him to her shoulder, where he perched with a victorious chirp.
He was so small compared to other LoRaptors she'd seen; the little blue male had been delayed in hatching for unknown reasons, but the vet seemed to think he'd been underdeveloped. Emra had soon come to find out that most of the staff at the rescue center didn't expect him to actually survive. He'd been the last orphaned egg at the sanctuary; no one could figure out who his parents were, and even stranger to Emra, no one had wanted him. He was such a gorgeous color, how could anyone pass him up? Subconsciously she reached up to pet the little one, and her smile widened when she felt him lean into her hand. Well, she could see why someone wouldn't take him; she had to pay nearly twice as much for his upkeep compared to a normal Raptor, which were already expensive in the first place: extra vet visits, special prescription food, multiple supplements and medicines that had to be given at least twice a day...
But it was all worth it for these little moments.
"Whatcha doin', Rig?" She crooned, and the little one chirped, as if responding. Slowly the human walked closer to the ocean cliff, letting the cool ocean breeze blow her hair back and ruffle Rig's feathers. he breathed deeply, enjoying the taste of the salt air and the serenity of midnight, broken only by the soft lapping of waves against the ivory sand far below the cliff. Eventually the little one climbed to the front of her torso and cuddled against her, and she cradled him closely like one would an infant. She scritched his back and his neck lovingly, and just over the sound of the water she could hear him making little noises of content. "One day we're going to soar over these waters, just you watch," she whispered softly. "I don't care how much doubt the vet has, I believe you'll fly. And you'll be one of the best racers out there, I just know it."
