Thanks. What do you mean? first of all I use lock alpha than I use unsmoothed brushes (the stripes in the "hair" are made with the pencil tool "round hard edge")

Oh, THAT! Well, just patience. And trying and retrying. On 2 layers, one with lines and one with colors, curve tool for lines and free for the color. And erasing and re-drawing at least 3 times every little part of it Really, nothing else. Just patience.
And with "unsmoothed brushes" I meant... well, in the brush palette you can choose the edge and many others parameters. I usually use round hard edge and no smoothing if I want a neat line
But maybe you should ask to someone who draws better than me: I just color in someone else's drawing, adding just few details.
