In the US, they have a law stating that any child under 13 in the USA cannot message people, because it has to do with child support and all that. It's fair, because just think, if you were 7, would you like to be yelled at by people if you do something wrong? (Tends to happen with drawings, (bullying))
Also, it matters with getting personal information. Kids, under the age of 10, will sometimes say stuff like their age, etc.
I think COPPA's are a pretty fair idea. It keeps children safe. It may be a little wrong, but it is very fair.
