You can:
~Use on cs and off of cs (with link back please)
~Edit Lines
~Add Shading
~Create new phrases
~Create new backgrounds
~Make Suggestions for add-ons

You Cannot:
~Steal
~Completely Redraw Lines (if you want to make it a cat go ahead c:)
~Remove my signature
~Use the design there (it is a character of mine by the name of Socks)

To make this transparent:
Make sure there is no background and the checkers are showing when it saves.

Change auto in the format to png. This will make it transparent c:
To Re-Size:
This is not for major re-sizes, which i cannot do. This only works for three sizes (small, medium, and large)
