Do I have the right to do this?

Seeing as they did not have permission to continue to re-sell it, you do indeed have a right to do this. Though, I would advise you to gather all evidence of ownership possible. Take screenshots of all the conversations in which you stated that person should not sell the OC, take screenshots of the message in which the first person you sold it to told you their friend would not sell it on. If you can, ask the first person you sold it to if they could send you a screenshot of where they told their friend the OC was not to be resold.

Do this so that when you do find your OC again, you have proof of ownership and have evidence of others breaking the rules. This is to prevent anyone claiming 'they didn't know' they weren't supposed to re-sell it.

Also, keep in mind when you do find who now has your OC, they most likely will have no idea of it's past or that the person they bought it off was a fraud and therefore is under the impression they paid for the OC fair and square. In saying that, if you approach the subject with them in a calm manner and present proof, they should recognize your right to the character though they might be sensitive about the payment they would have wasted in which case you'd have to be very understanding.

But in short, so long as you can give hard proof of ownership, you absolutely have the right to re-claim your OC.

I have proof of me telling her not to resell without talking to me.
However the person who bought the OC to have it later stolen back has deactivated their account to avoid drama so I'm not sure how to contact them for any proof they have.
This is such a mess.

What I meant though was how you said "she apologized and said she sold the OC to a friend who wouldn't sell her again",
this should mean, the first person would have had to have said somewhere "the original designer didn't want her sold again so can you not sell her please?" or something similar. The other person may have deactivated their account, but perhaps the first person might still have access to these messages?

That being said, if the person has deactivated their account and there is a journal about them, that should be proof enough that your OC was taken from you. So long as you track down the person who now has the OC and explain the situation by showing them the proof you have and the journal article, it should be enough.

EDIT: Just an afterthought, but this person who is re-selling OC's, have you simply asked them who they've sold the character to? I know there's a whole lot of evidence saying they're a bad person and all, but I feel like you should always give people the chance to do the right thing. Just note them saying calmly and politely what has happened, that the OC was not meant to be sold and that you'd like to know who they've now sold it to.
What they did was wrong, but just give them a chance first to make it right. Don't attack them or anything, but just ask them maturely and perhaps they'll come through.
