Do you get the error message when you try to open the template for the first time, or when you try to submit a finished work to the application?

Not sure which version of PS you are using, but may try another program and see if that works. Could help determine if it’s something wrong with the program rather than the file, since no one else has reported problems with the file. GIMP and Firealpaca are two free alternatives that can open PSD files.

All staff positions are volunteer positions, as they always have been. All staff are aware of this when they take on their positions. If you are not happy with this, then you should not apply.

I highly recommend Firealpaca, as it's free and similar to PaintToolSAI in quality. Sai2 is also free rn I believe, but the original SAI can open PSDs so I imagine the new version could as well. I've never liked GIMP personally but it opens PSDs as well, you don't need Photoshop specifically to open PSDs if it wont work for ya!
