If you meant to ask about site layouts (such as Halloween, Space etc), then there isn't really a place to ask for them, no. New themes are usually just added every once in a while, often as part of an event.
That said, if you have suggestions to improve the functionality of existing themes, or have an idea for a theme that offers a specific function (like Business being purposely plain to be more 'sneaky' and/or less visually stimulating), they would go on the suggestion board, so that the admins can consider them.^^
