this doesn't really pertain to bbcoding or any type of coding at all, so that is most likely why you haven't gotten a response yet. questions like these should go to artists, or you can make a post on the art friends thread. :)
however, i'll answer your question. the stuff above was just for future reference^^ anyway, if you don't have the original linework, then things can be very difficult unless you can copy the style exactly; as i assume the kind of animation you're looking for isn't just bouncing icon, etc etc etc. as for programs? any type of art program will do if you're willing to save each different frame under a different name each time. most animators do not go this route as it's wayyy too time consuming; but those projects are generally for a more complex animation, generally a video or such. so really, it all depends on what you want, and what you are willing to do, not to mention a lot of motivation if you have no background/experience in animation^^
also, it is probably highly suggested you contact the artist before animating their picture <3 they may or may not find it disrespectful, or heck, they probably don't even care, but it's still good to ask first^^
