So it's like the rate the person's username but different. So you look at the pokemon the person above you has named (official please!) and you rate it something/10 Like this:

Person one:
Mudkip!

Person two:
3/10, overrated

Emolga?

4/10, Cute but not good for battles

Chimchar?

and so on and so forth.
