I have not gotten very far in the anime, One Peice, so I don't know who that character
is, but he looks like a pretty cool character. I really like his overall design - it's quite appealing to the eye -
so, basing him on his appearance, I'm going to have to give him a 6 out of 10 only because, judging from the
gif, he looks a bit annoying.
