I'm a bit too late to guess first, but the moment I saw you're avatar I had a complete Fangirl moment! Cicero is one of the best Skyrim characters, and I'm so glad he's essential so he can't die. Great art as always, ~Tornado~!

Yeah he's awesome! Completely nuts but awesome! Plus the essential thing is really nice because I don't have to watch him and make sure he doesn't get killed. Plus when he is in writing he is a fun comparison to Xavier who he usually is with.

Oh yeah it's great. And it quite often goes wrong. Like the time Cicero decided Xavier wanted Selina dead even though Xavier and Selina are good friends because Cicero is crazy and since they yelled at each other a bit in his mind he perceives that as now they hate each other. Anyway so Selina draws her sword and is like "Yo get away freak!" And than a guard comes over and is like. "Okay no fighting guys." And Cicero goes nuts and stabs the guard and than dances on his corpse and than the town goes into a frenzy as Cicero is stabbing people and Xavier is helping him kill the guards from the back with his amazing archery skills. And Selina and her gang of people she is traveling with are just like nope! And they run away from the city.
That was a poorly told version of a scene but it's pretty much what happened.
Also when Cicero is sitting in the corner talking to himself Xavier makes him do some mundane task to distract him. Like counting all the arrows in the sanctuary. He also has to tell him not to kill birds and stuff. Because Xavier loves birds. Probably better than people. I mean he has a pet hawk and Shadowmere is like his best friend. He would probably feel bad for killing a fox. And he's a professional murderer!

And in game I make him do a lot of my dirty work while I sit in a tree and shoot at things...Also I have to listen to him talk every five seconds which I think might be driving me to my own sort of insanity.
