From now on, please be aware that to move up a tier there must be 3 actual entrants having been entered! If there is a NPC involved, there will be no movement from here on out. There may be a slight change to this in the future, but i need to do some ratios and such with data that includes the non-NPC tier promotions, so I'll be gathering some data over the next few rolls to determine things for good. Overall though, if there is a placing NPC, even if a horse is in 1st place it will not move up!
This will have a relatively little impact on things in the long run, but if you see that your horse has not moved up please don't fret! Just double check to see if there were any NPC fillers; if there were not, bring it to the attention of the team and we will look into things.
