(Woah, I was really worried that they wouldn't look like antlers the way they're sticking out of the wig :D )
Mh, I'm not sure what you mean? I used the Pen Brush on full opacity with pen sensitivity switched on and Smoothing set to 50 % and then I just..well, drew them? I started with the biggest swirly thing and then added smaller swirly things. (best description ever ^^; ) Afterwards I locked the layer and stared shading, using mainly the watercolour and the airbrush tool.
