nobutoshi and riyu would bump into each other often! though, it would be rare to see nobutoshi be doing something evil out on a whim w/o a plan! so nobutoshi would probably play it off as if he was a normal civilian, since to the public, he just seems like some apathetic ex-police officer ehjbgejh he does like dropping some weird eerie hints at him being a part of the LOV tho,, just cuz he likes the thrill of a chase lol

Hero Costume: Sturdy steel toe capped boots, black cargo trousers with equipment pouches, black sleeveless muscle hoodie, grippy cloves (fingerless for quirk activation), copper scarf for dusty terrain (useful for rescue operations)
Personality:hisoki is confident, self assured, knows who he is and what he wants and has no problems going to (almost) any means to achieve his goals. his loyalty has to be won as it is highly selective - but once someone has it, it is fierce and he would do anything. he thrives on praise and attention - positive or negative. though he has mellowed out as he got older, he doesn't enjoy taking orders. he can be quite biting and snarky. amongst friends, hisoki is laid back and a little sarcastic. he can even be sweet if he is truly attached to someone and does make an intensely loyal friend. he loves to use his charming and flirty demeanour to his advantage. he's not a bad guy, he just likes to mess around.

Quirk: corrosion - emitter quirk
Hisoki is able to corrode any metal he touches into rust. He is able to freely manipulate the rust - extending it, moving it around, launching it at high speeds. However, if the rust detaches from where he is touching he can no longer control it - meaning when he throws it, he has limited aim accuracy. Creating large quanitities of rust can leave Hisoki dizzy/nauseous and extreme overuse can leave him unconscious.
special move - spike trap
Uses his quirk to form a trap around enemies to limit them to one area.

Riyu is a UHA student, so between the clasees and being a vigilante he'd probably see the signs and try to go after him to see him in the act/ make him confess bia intimidation. Not sure how they'd be intimidating cause they're 7 feet tall and a bit underweight, so not the most intimidating other than looks I suppose
