And only the high-level operatives + facility workers (them also being divided into trainers with full access to all the confidential info, and then general workers who may have received a slightly vague or mitigated explanation) are aware of the androids and their intended purpose. In my mind, a majority of the operatives are just occupied with other corporate business, and even if their work somehow involved the androids, they would be presented as having a very different purpose. CARDINAL isn't really the most open about its inner workings, even to its own staff. :'D

They do know about their intended purposes, but mostly from the perspective offered to them by CARDINAL: they think that they are doing good work and protecting the corporation's mission. So, it's sort of both, because they think that they are ultimately serving the public.
