mitsuharu seiryo, the young commander of the elite police squad. he was appointed as commander five years ago since the previous commander died of old age. sei's personality is completely fit for the oni gang, but instead he joined the elite for personal reasons. sei is a ruthless individual who often ends up in a pool of blood when he fights. the government doesn't like him, but kept him in control of the squad because of his skills. he gets paid extra to act like a respectable leader when in public, but inside headquarters he reverts back to his original train of unstable, angry thoughts. at some times he smokes using his kiseru pipe.

sei has long, black bangs that cover his left eye, which is also covered by a white eyepatch. it's unknown if he wears the eyepatch to add to his intimidating aura or because of a past injury. at headquarters he wears a purple yukata with an orange butterfly design. he is 170 cm (5'7") tall.

sei is mostly experienced with the sword. even if he doesn't own one and does not consider having one, however, sei can work with any weapon , from guns to steel pipes. sei's style normally includes speed and a quick battle.
