Wolf can't be any more confusing than Waning/Eclipse, Trakul/Shade, and Zack/Slaughter.
All the same character in different forms... Pretty much the first one is possessed by the second. The first is cheerful, nice and kind. The other is a murderer.

Well that's what wolf and war is essentially

Wolf is the one everyone sees and knows but war is his other side
War is when wolf gives up control and let's war take over who has an extreme blood lust for anyone and doesn't think just fights and fights till he wins or dies

Wolf acts on instinct but doesn't like to fight or hurt anyone he's calmer than war

The same person just different personalities most of the times

You know what the scariest werewolf is ever?
A Kapac Dragonborn Werewolf. IT is one of my current D&D characters.
So in werewolf worm, it is a Winged 7 foot tall quadruped wolf with poison and the ability to breath underwater. More importantly, it is as fast as some of the fastest things in the game. There is no escape.
