Zurgo could just be non funtional, but somehow could turn on at random times and try to attack people too.

Quite possibly. What if then they tried to board him up or confine him, and the less he was able to move around and do so, he'd become stronger? That could be a catastrophe that had happened there, as all fnaf things need at least one thing to go horribly wrong, after all.
