You are right we are not using levels, but we still want to keep it somewhat realistic. I could never see a kit eevee using double-edge or something like that.

Maybe we should set an age range? What ages should know what moves? Just a thought, since apprentices still need trained by warriors, and warriors have finished their training.

Yes! That is very correct which is why I see no problem with them head butting a two-leg (what the Eevees call people). However, it would not be considered the official move and would probably just annoy them.
