that's what go you into this mess, right? trusting people? Humanity is the root of all evil, and every lame dog that infects the streets with the stench of desperation and misery knows it. surely they too are responsible for the rabies outbreak, just as they had caused the famine and the genocide of stray dogs that clogged the city ironically because humans had put them there in the first place. now, humans don't matter. what matters is the thick, curdled foam that drips in the night only from the lips of neurotic strays demanding the yield of blood. what matters is staying away from the rabies plague that is quickly wiping out the whole stray population. what matters is finding a way to get out.
In order to combat this disease for as long as they can without relocating beyond the city and into the forest, a council has been formed as well as an execution squad and a night patrol. The council represents the population of stray dogs that agree to accept the council as their leaders. Their duties require them to ration food that the nomads bring {this applies only to dogs that have accepted the council, not wanderers}, organize plans based on what the night patrols see, and figure out ways to kill the rabid. They slowly are piecing together a plan to escape the city, but they know that the forest behind the city is swamped with dog traps and sewage.
The wanderers are groups of dogs that choose to be unaffiliated with the council. They hunt and patrol on their own, and are free to do as they please without consent from the council. Wanderers and members under the council often interact, though sometimes it gets aggressive because they are rivals for food.
