History
Kayleigh's mother was a career tribute, and descendent of a long line of unarmed fighters. Sandra Harris built a reputation as brutally honest, a little short tempered, and unafraid of brutal comments before her games, aiming to be amusing with what she said. She earned favour, between her high ranking by the judges and her personality, and managed to kill four tributes; two of them during the bloodbath, one by practically judo-throwing him towards the barrier at the outside of the arena, and her final combatant being brutally fought with great finesse in a long and drawn out final fight.
Kayleigh's mother did her best to blend in, becoming boring to the capital, and built a reputation for being far less lavish than most other Victors, wanting a relatively simple lifestyle. She was left reasonably mentally okay at the end of her games, going so far to raise three children; Kayleigh, Marcus, and Gabriella.
Kayleigh wasn't meant to be a career tribute, but between her mother's reputation and personality, and her insistence on teaching her children how to fight, even without weaponry, it was inevitable that at least one of the Harris children would start joining in with other careers for training. Kayleigh joined in with them, and kept up with her mother's paranoid training and rambling. She had a relatively privileged lifestyle, even for her district, thanks to having a victor for a mother.
Kay never did particularly well in her education, but she was skilled at her work in fishing, and excelled in what training her mother insisted on.
She had the minimum number of slips in the draw. While her mother had enough food to provide for Kayleigh's girlfriend to some degree, as well, that had not covered previous years, and Josie had more than her fair share of slips. That said... Kayleigh was the daughter of a victor, and she was known to have excellent reactions and be well trained, and she'd made the mistake of getting close to someone who'd got enough slips to not be suspicious... It's not exactly likely it was a legitimate draw. Kayleigh volunteered to protect her girlfriend, who she was sure would die. She didn't think about it, and she sort of regrets it now. She's sure some other tribute would have volunteered for her... But she's not going to admit that.

Personality
Kayleigh has a very distinctive sort of personality. She's a naturally angry and aggressive sort of person, and very confrontational. She doesn't pull punches in anything. Kayleigh is reckless and impulsive, and has no patience for tact. She has enough of a tactical mind to know when she's made a mistake, but she tends to be too quick to act to actually use that in the moment. She needs a plan beforehand for that tactical mind to be useful. She's definitely not stupid, but she's focused in the moment, and her brains tend to get overwhelmed. If she decides to physically fight someone once inside the game, she'll be utterly brutal to them, mostly in her efficiency.
Between her pride and her feistiness, she's very capable of sticking up for herself.
She completely lacks in social graces; her mother never finding this important to teach, and her father leaving when she was too young to make up the deficit. She's dependent on her stubborn and feisty nature being liked to make a good impression; she's terrible at hiding her true feelings on things.
All of this said... She's a very noble sort of person - and she intends to compromise as little as she can manage within the games. She has no patience for anything she deems to be ridiculous or unfair (including the Capitol's sensibilities), and she generally has enough sense to know what fights to pick with words, what fights to pick with fists, and what to wait to really start. She has a massive soft spot for anyone she sees as weaker than herself or less able to defend themselves. Kayleigh loves animals, and music, particularly singing. She doesn't like to break her promises, she doesn't like to start up grudges, and she's very willing to follow what anyone with a greater mind for strategy suggests if it helps keep the group together.
Anyone she deems her friend, or to be underneath her guardianship, will earn both her defence as a fighter and in words. She absolutely would go down fighting to defend a friend, if it were needed.
She's very to-the-point and it's easy to scope out what her motivations are. She has no intention to die, but she also has no intent to be cruel about anyone else's fates to avoid that. She's not going to initiate the break-up of her team, and nor will she encourage it.
She's both fantastic at close-range combat, particularly hand-to-hand, and good at providing and preparing food. She likely lacks in favour from the Capitol that many other tributes have, but, equally, she probably needs less thanks to her district and abilities to find food for herself - at least, if there's water. Short of someone pulling out a ranged weapon, Kayleigh can defend herself unarmed against most opponents who make the mistake of choosing to fight her. Most years, attacking people and then stealing their things was a perfectly valid strategy...
She's never had to build up huge amounts of weight to weather a winter before, and the thought slipped her mind before the reaping, though certainly not afterwards.
