Ok, I'd practice by looking at my cats but they won't sit still long enough. Do you know how to make it look like it is raining? If not that's fine. Ok going to try the next page......

Yeah, randomly strike in a diagnol motion of how the rain's falling. don't make them go from the top to bottom, make them short, thin, then use the 6 point of the smudge tool at 100 opacity and swipe it in that same motion over the whole page, or you can cheap-shot it and just blur at 1:3 (default is 3:3)
I know it's confusing.. maybe I can show you at some point.
