Is that one one of the pony who make fun of Rainbow Dash with different colors?

Is this Fluttershy and Rarity combined with different colors?

Can you draw Fluttershy but with Rarity's colors and cutie mark? Also, can you draw Rainbow Dash in a sonic rainboom but with Fluttershy's colors?
