Hmm... Well... How about maybe that the pound keeper had gone out and hired some people to go try to tone down the large amounts of strays on the streets. They've been catching and putting down stray dogs to diminish the numbers?))

"Try the humans by the butcher shop. They're never really paying much attention to their plates." She motioned to a large storefront with many humans sitting at tabled. They were all sitting in front of plates with food on them.

Slowly crept to the door, waiting for it to open. A garbage man came out, and Okami crept in. He snagged a steak and a bit of dried meat before the door open and he crept out again.
