You're halfway right. They are only allowed to post on the oekaki forum, not every forum

Probably your mind. No harm in that though, my mind always seems to be fooling me. Some COPPA users have older posts from when they were unCOPPA'd from before COPPA started, though, so maybe that's it.

COPPA only applies to the US.

Or you might be confusing COPPA with new users. New users have to have their first post approved before they can send messages and post without posts having to be approved. ;]
COPPA'd players however, can't post outside oekaki unless their parent sends in a permission slip/until they turn 13.
